  8. Many California employers are now required to report all new
  9. hires, rehires, or returning employees to the Employment
  10. Development Department within 30 days of their being hired
  11. or rehired.  This can be done by filling out and filing
  12. EDD Form DE 34.
  13.  
  14. The purpose of this new reporting requirement is to help
  15. the state track down parents who are delinquent on their
  16. child support payments and crack down on possible welfare
  17. fraud.  (But it's also one more piece of paperwork for
  18. employers, required by Big Brother....)
  19.  
  20. This new reporting requirement applies to employers in the
  21. following categories, who have 5 or more employees:
  22.  
  23.   . Automotive dealers and gasoline service stations;
  24.  
  25.   . Automotive repair, services and parking;
  26.  
  27.   . Building construction -- general contractors and
  28.     operative builders;
  29.  
  30.   . Business services;
  31.  
  32.   . Construction -- special trade contractors;
  33.  
  34.   . Eating and drinking places;
  35.  
  36.   . Engineering, accounting, research, management and
  37.     related services;
  38.  
  39.   . Health services;
  40.  
  41.   . Heavy construction other than building construction
  42.     contractors;
  43.  
  44.   . Holding companies and other investment offices;
  45.  
  46.   . Hotels, rooming houses, camps, and other places of
  47.     lodging;
  48.  
  49.   . Landscaping and horticultural services;
  50.  
  51.   . Motion pictures;
  52.  
  53.   . Motor freight transportation and warehousing;
  54.  
  55.   . Water transportation;
  56.  
  57.   . Wholesale trade -- durable goods, or nondurable goods.

  59. Note that you do not have to report the hiring of any
  60. employees whom you pay less than $300 a month in wages,
  61. or who are under 18 years of age.
